The Government regretted the necessity for this, and w;is anxious to cause a minimum of incon\en;enw to the neutials. He personally shared the United States' view that th.ie cannot be such a thing as a pacific b'.o- k;ide, inasmuch as a blockade inu.lves a state of war. He added that the operation wan undertaken, not to recover debt*, but most reluctantly, and afttr lon.' and pitinit- delay, because the Venezuelan Government h:id assaulted Britishers and seized British fchips. In reply to Mr "Tim" Healy. he added; "Neutrals are not consulted when you arein a suite of war. They are a third party." Mr Healy queried as to the "state of war." "Is war dechued?" he asked. Mr Balfour replied : "Are you not in a etate of war when taking ships and blockading ports?" (Ministerial cheers.)
