(PRESS ASSOCIATION TXUOKAM.) OAMARU, December 19. WflKam Runciman, who claims the title of major,was arrested here to-dsav on a charge of issuing valueless cheques at Masterton. He is said to be a recent arrivjd from England, and it i* stated that he baa been received ao an honoured guest by digna taries of the Church at several places in the North. It is aiso stated that he hole-first-class introductions and references, ehowicg that he has ceea service ia India.
