CABINET RECONSTRUCTION.
(SPECIAL TO "THI PHZSS."} DUNEDIN, December 19. The current talk here is that a partial reconstruction of the Cabinet has been actually decided on. It is stated on good authority that the Hon. T. Y. Duncan has decided to retire from the position of Minister of Lands, and wou'd be succeeded by Mr Hogg; further, that the Hon . C H. Mills would retire, his place in the Oabimi, bemg taken by Mr Millar. It is nlito current pos.sip that Mr McNab will be the ftoveniiucnt candidate for the Speakersb.ii>.
