THE WAIMAKARIRI SCHEME.

PETITION TO PARLIAMENT.

A petition, which is being circulated and signed locally for presentation to the House of Representatives, sets forth the following reasons for the House delaying rite passage of the Christchurch Electrical Bill: —

"(1) That your petitioners are ratepayers of C&ristehurch. (2) That your petitioners hare learned that a Bill is before your honourable House to provide for the transmission of electrical energy from the Waimakariri river to Christchurch. (3) That under this hill the city of Christchurch, without the suburbs, will alone be liable for the interest and sinking fund on a sum of £250,000, in addition to any loss that may result in working. (4) That no scheme for the transmission of electrical energy for so great a distance at a reasonable cost has yet been propounded or laid before the citizens by the 'City Council. (5) That your petitioners regard with great.anxiety the enormous increase of actual or contingent liability upon their properties that will be entailed by the bill. (6) That your petitioners are of opinion that whenever any such-work is undertaken, It should be part of a 'Greater Christchurch' scheme, and that the liability in regard to it should be borne not only by the city ratepayers and pro-perty-holders, but also by the contiguous boroughs and districts. (7) That your petitioners therefore pray that your honourable House will delay the passage of the aforesaid Christchurch Electrical Bill, or will limit the power of borrowing to a sufficient amount as will enable the Council to obtain a clear and definite scheme, and such as would justify Parliament in taking the initial steps to permit so large a liability to be undertaken by this city."
