Lord Rosebery, addressing the National Liberal Club, said he bad never had a doubt sinca tbe present movement, which was practically on a basis of the Boers surrendering their independence, had been initiated, that peace was certain, but the declaration of peace was only the begins ningof the pad—cation period, which would require patience and ttatesmanship.
