A PROPOSED NEIW DEPARTURE
At the City Council last night Cr. Payling moved—"That in future householders be charged 10s per pan yearly for removal of nighteoil. instead of the co*t being taken out of general rate, as now." He explained that a number of persons had connected with *?ie sewer, but they had- to contribute through the rates without using the system at ail. This, he thought, was very unfair. Cr. Macdonald seconded the motion, and ■said that the general rate could be made twopence less H the system were altered and a charge per pan made. The adoption of the charge -would also have the effect of inducing the people to connect with the sewer, which would moan a great improvement in the public health. ■Or. Gray said the present system cost the city some £3000 ncr annum. When the Drainage Board had carried out the BTJrtem of -drainage there would he no excuse for not connecting, Cr. Tiaylar quite agreed with the proposal made by Cr. Payling, as foe thought it) was a step in the right direction. • Or. Morris thought that they should charge ISs per pan per annum, which would cover the whole cost of the system now in use, viz., £3000. ' ' . Cr. 'Payling-a'.tered his resolution so as to make the cost 15s -pcr_ pan per year. Cr. Clark opposed the motion, as it had been brought in at an inopportune moment, •because' the -drainage system was in a transition stats. Another matter was that, as the citizens generally paid the drainage rate, they were .calling upon them to pay for the pan syatem and also for those who were connected with the underground drainage- •"■' Cr. Simpson said that he shoutd oppose the resolution, on the grounds that many could not connect with the sewer. Why ask them to pay for those who could? They had had enough tinkering with the system, and he thought it was' a great mistake to have introduced a coetly sealed pan system when they had begun to complete the drainage aystcm. Cr. Wood opposed the motion, as lie thought the time was inopportune. Cr. Loughnan said the sealed pan system had been forced upon them. Had they not done it tßey would hay« had rnjwnct ions and all kinds of things. ' He could not ccc why they should force the ratepayers who could not yet tabs advantage of the underground system to pay twice Cr. Smith thought the proposal of Cr. Payling was tli9 more equitable method of collecting the cost of the system. Tbe greatest point which the pushing on of the connection with underground drainage-would bring about would be the necessity of the city obtaining alrigh pressure water supply.
