THE PANAMA PROTOCOL.
NEW YORK, February 15.
Negotiation of the protocol leasing the Panama Canal route to the United States has been completed by Minister Silva, representing Colombia, and Rear-Admiral Walker, Chairman of the Isthmian Canal Commission, representing the United States. The agreement will be signed next week.
The text of the protocol is being kept secret until after the signature of the instrument by Minister Silva and Secretary Hay. Twenty-four articles were necessary" to setforth the concessions mutually made by the two Governments.
These provide for the lease by Colombia of a strip of land ten miles wide for a period of 200 years, with a privilege of extension. In this strip the United States will have police and judicial jurisdiction, except over the city of Panama, which is exempted. The United States will have authority to*send its agents into any part of the territory comprised within the limits of the Department of Panama to apprehend persons committing crimes within the canal strip.
The United States agree to pay Colombia an annuity, but just how much the negotiators decline to say. Minister Silva will carry the Colombian copy of the protocol to Bogota immediately after its signature and will urge its acceptance by the Colombian Government.
