THE WAR IN SOUTH AFRICA.
DR. KUYPER'S NEGOTIATIONS; OBSTINATE BOER DELEGATES. A DISLOYAL NEWSPAPER. United Press As*ooiaUo»— By Eleotrlo Telegraph—Copyright. (Received January 31st, 9.28 a.m.) , LONDON, January 30. The "Daily Mail" is tfcs only paper claiming to know that Dr. Kuyper asked for a safe conduct for a Dutch Commission to assure the fighters tbat European intervention was hopeless, and tihe struggle futile.
Dr. Kuyper is represented as despairing at the negative attitude taken up by.the delegaites, who justify their obstinacy, by citing the fact that the , ' fighters are etiH in the field. '
A Reuter telegram says that Dr. Kuyper made a merely tentative suggestion to facilitate the conclusion of the war. The •general feeling in London, however, is that nothing can be achieved until tihe Boer belligerents intimate their desire to negotiate for items.
The "Times," "Standard," and "Daily Telegraph" have denounced * the "Daily News's , ' intriguing.with the enemy as perilously near a legal offence.
