The proposed legislation was condemned ns an interference with private enterprise, as beinn; calculated to operate against trade, ar:d going beyond the province of any legislation that should be contemplated by the Commonwealth Parliament. 'the st«tmyfcip Owners' Federation was deputed to watch tiie Bill in the interests of the trade.
