LONDON, July 8. The Duke of Cornwall, en September 16th, opens the Plains of Abraham', at Quebec, as a park, and lays the foundation stone of the memorial to soldiers who fell in South Africa. He attends a review troops on the Plains of Abraham on the 17th. Afterwards he visits Montmoreney Falls, where he will be shown the residence of his ancestor, the Duke of Kent. A State dinner follows. " ;
