"Le Matin" condemns the horrible excesses of the French soldiery in China, and -demands an enquiry, and the punishment of the culprits. PANIC IN SOUTHERN RUSSIA. ST. PETERSBURG, July 5. T<he failure d the Kharkoff Commercial Bank caused a panic in Southern Russia. The deficit of the institution is estimated at five million roubles. A HORRIBLE FATALITY. (Received July 7th, 5.8 p.m.) LONDON- July 6. A converter containing several tons of sfceel exploded at Bilston, in Staffordshire, the molten metal flying in all directions. Three men were killed. EARL RUSSEEI/S TRIAL. The trial of Earl Russell on a charge of bigamy has been expedited, and is now fixed for July 18th. ■
