The Premier, in reply to Mr Barton, contends that the Post Office was handed over to the Federal authority for general convenience, not for the curtailing of the control of local affairs, even though such curtailment was uniform throughout all the States. Further, he claims that the Federal Parliament cannot, directly or indirectly, deal -with any matters outside those submitted to it.
