When tho Duke's commission, instituting tho Federal Parliament, haa been read, tho Duohws will press a dainty golden telegraph key, and start on its way to Buckingham Palaco a message advising the King of the fact. All the lines and cables will be kept clear for the message. The key will afterwards be presented to the Duchess. Mcdbourne University confers a Doctorship of Laws on the Duke, and ad eundem degrees will ah*o be conferred on Mr Barton, Lord Tennyson, Governor of South Australia, tho Bishop of Tasmania, and Sir bamuel
