Delcasse, French Minister for Foreign Affairs, to St. Petersburg, with an effort to bring tlie Chinese question before the Hague Arbitration Committee. M. Bloch also connects the French Minister's visit with a proposal for the reduction of military service, and the transformation of the armies of the Powers, owing to the lessons taught by the war in South Africa.
