Chamberlain, in ft speech at Stourbridge, said Lord Salisbury desired , to remain on friendly terms with every great country of Europe, and on more , than friendly terms with America. The London "Standard," in an article, says the verdict of a united and enthusiastic Empire will enable Lord Salisbury to forthwith take a conspicuous direct share in the question of the reconstruction in the Far East.

It is understood his reply expresses the general objects of France and Germany.
