LONDON, September 10. Sir Matthew Whit© Jlidley, speaking at Blagdoh Park, Northumberland, insisted on the necessity fur adequately punishing the instigators of Chinese outrages, and securing if passible a stable and civilised Government, which would maintain treaties.
Lord George Hamilton, speaking at Shipnal, said tha Chinese question was most j difficult to deal with. Great Britain must ! decline any proposal having a semblance of ! any advantage gained. ! | NO WITHDRAWAL FROM PEKIN. There are indications that Lord Salisbury has assured the Emperor of Germany that •Great Britain will not withdraw from Pekin. PROPOSAL FROST TWO OF THE POWERS.
