The sentences on the three Ethel murderers have been ■commuted to imprisonment for life. PROSPEROUS WEST AUSTRALIA. PERTH, July 12. ' '' SYDNEY.. July 12. In introducing the Harbour Trust Bill Sir W. J. Lyne said he proposed to appoint a trust of seven members, ths president and four others to be chosen by the Government, one from the shipowners, and onefrcni the merchants and traders, the tenure of office to be seven years. The president would have a filed salary and the others would receive fees. The Board would have large powers, but the ultimate control would rest with the Government. •MOUNT LYELL MINING COMPANY. (Received July 12th, 10.50 p.m.) MELBOURNE, July 12. The Mount Lyell Mining Company is negotiating for the purchase of the South Tharsis and Royal Tharsis mines, in TatTnunia. chiefly with a view of obtaining command of a supply of siliceous Sux, required by the Mount Lyell. They have offered £45,000 for the South, and £18,000 for the Royal Tharsis,
