A GOVERNMENT BILL,

United Press Associntion—-'By Electrio Telegraph—Copyright. (Received July 7th, 9.50 a,m.) SYDNEY, July 7. The Government bill for the reform of the City Council provides for election of Mayor by the ratepayers, and divides the city into eleven wards, with two members for each. The elections are to be on one day, and persons are only to exercise one vote in one ward. No additional powers of moment are given the Council. The amendments are chiefly constitutional. (At present the Mayor of Sydney is elected by the Council from one of their members.)
