IMr Ward said the Upper House was now so reformed that 'labour legislation was not only receiving consideration, but in sojue respects it was in advance of the Lower House, Both Houses jwere now prepared to legislate; for the mass, and not for a class. The Government ■would carefully consider the Conference's proposals. Tie Arbitration, Factories, and Workers' Compensation Bills must be amended. In the course of a week or two the Government would adopt a system of cheap carriage of workers to and from the cities. They recognised that the railway machine should , be used in the interests of the people, and they should be ■able to travel to and from their work at a rate practically equal to tram fare.
