LABOUR LEGISLATION.
(PKESS ASSOCIATION TEIiSORAM.) . WELLINGTON, April 23. Speaking at the social to the visiting Unionists, the Hon. iMr Walker suggested thafc labour legislation should go before the Lower House first. It was -a, mistake to ask the Council to declaim on questions of policy, especially labour measures. He especially 'hoped l to see the Workers' Compensation Bill gone on with, and he could assure ibhem the Council was quite pre-pax-ed to pass it. . IMr Ward said the Upper House was now so reformed that 'labour legislation was not only receiving consideration, but in sojue respects it was in advance of the Lower House, Both Houses jwere now prepared to legislate; for the mass, and not for a class. The Government ■would carefully consider the Conference's proposals. Tie Arbitration, Factories, and Workers' Compensation Bills must be amended. In the course of a week or two the Government would adopt a system of cheap carriage of workers to and from the cities. They recognised that the railway machine should , be used in the interests of the people, and they should be ■able to travel to and from their work at a rate practically equal to tram fare.
