HAMPERING MILITARY AND CIVIL OFFICERS.
LONDON, April 16.
Sir A. Milner, with the assent of Lord Roberts, has complained oi the great number of visitors who come to South Africa without any special Call or business, especi4lly ladies, who are greatly hampering the military and civil officers in the execution of their duties.
