THE RUSSIAN GOVERNMENT DLSCONCERTED.
United Press Association—By Electric Telegraph—Copyright. TOKIO, September 21. The Japanese Government support the Czar's disarmament conference. ST. PETERSBURG, September 22. The Russian Government is disconcerted at the welcome accorded to the Czar's proposal for disarmament, and have stopped the newspapers discussing the subject. There is evidence of a disposition to minimise the question.
