Four thousand Spanish regulars and five hundred Volunteers are engaged in the defence of Santiago.

The Governor of Puerto Eico accused Mr Bett, Secretary of the British Consulate, of supplying Americans with information in regard to the San Juan harbour and mines. Bett was imprisoned and subjected to maltreatment at the hands of the Spanish authorities, and subsequently expelled.
Mr G. W. Crawford, British consul, protested against the outrage, and expressed his belief that the information was supplied by the Governor's officials.
