CANADIANS AND ENGLISHMEN.

Washington, April 27.

Captain Mahan, the well-known naval writer, has been appointed a member of the Strategy Board at Washington. One thousand Canadians, and numerous Englishmen, including an admiral, have volunteered for service in tho American Army and Navy. The authorities at Washington have decided not to release vessels captured prior to the formal declaration of war, but will allow the courts to settle any question that may arise on the matter.
