Andree Libon, 'Minister for the Colonies, is at present on a visit to Senegal, where France is making great efforts to establish an Africsn Empire. In replying to an address of welcome, he said the colonial policy was in the first place a commercial one, but, if necessary, it might develop into a warlike one against European rivals. Senegal, he said had richly repaid France for all the sacrifices she had made, and she was determined to complete her work.
