The Brazilian Government has refused to recognise Cuba as a belligerent. Madrid, December 20. The Spanish Government is hastening the completion of warships. The populace is greatly excited. December 21. The Spanish Premier states that he does not regard the resolution of the Foreign Committee of the United States Senate as a casus belli. He relies on the wisdom of Mr Cleveland and Mr Olney, and the tenacity of American Tory instincts to prevent the United States from going too far. Spain, however, would not brook an attack on her sovereignty in Cuba, and was preparing for any event. Washington, December 21. The jingoes and some jurists challenge Mr Olney's claim that the Executive have sole control over the Cuban question. London, December 21. The Times' Washington correspondent telegraphs that Congress is disposed to adopt a more pacific resolution.
