THE PROPOSED NEW TARIFF.

It is reported that a session of Congress will be held in the spring to deal with the tariff. Higher rates are proposed on woollens,'tin and timber, and thus the Australian and Canadian importers will be especially hit. Slajor McKinley, it is believed, will use federal patronage in the States as a lever to secure the adoption of the new tariff, and will bribe the Western States by duties on wool. December 9. In his Message, the President says the day of sound financial methods will not dawn in the United States till the Government abandons banking business.
