London, December 7. It is reported that partial rains are improving the Indian crops and prices are falling. Two hundred and seventy thousand people are employed on relief works. A BRITISH ZOLLVEBEIN. The National Agricultural Association, at a meeting at Birmingham, passed a resolution in favour of a Zollverein of Great Britain and the colonies. RIOTOUS ARTILLERYMEN. Paris, December 6. The Brest marine artillery, in celebrating a Saint's day, attacked the foot artillery with stones and sabres. Many of the men of both companies were wounded. An inquiry has been ordered. THE NEWSPAPER PROSECUTIONS. Berlin, December 7. In consequence of allegations against him in connection with the newspaper prosecutions, Tausch, chief of the G?rman police, has been suspended. MILITARY OFFICERS MALTREATED. Vienna, December 6. Two military officers, who insulted a party of citizens in Olmutz, were afterwards waylaid and severely maltreated. CRETAN AFFAIRS. Athens, December 6. Greece refused the Porte's demand to recall the consul in Crete. The Porte is promoting disorder ' among the Christians on the Island. GREEK RESERVES MOBILIZING. Athens, December 7. Twaive thousand of the Greek reserves are mobilizing. It is believed that this step is taken owing to the menacing situation in the Balkans. YOUNG TURKISH PARTY. Constantinople, December 7. The "Young Turkey" movement is extending, despite constant arrests of members of the party, who are punishea by torture and exile. BOERS ARMING. Capetown, December 7. The Boers in Northern Natal and the adjacent Orange Free State districts are arming and laagering. They profess to be afraid of a native rising. COLLAPSE OF AN OPERA COMPANY. * New York, December 6. Mapleson's Opera Company has collapsed in New York, The season's losses amount to £23,000. A NATIONAL CHRISTMAS GIFT. A movement is on foot to present Mr Bayard, the American Minister in Great Britain, with a national Christmas gift. Washington, December 7. At Mr Bayard's request the project of a Christmas gift has been abandoned.
