For a subscrip. tion of sixpence per week, the Company undertakes to clean bicycles at owners , houses, ami, in addition, to give the owner of the machine an accident insurance policy. KINGLY TACT. An amusing incident occurred at the Royal dinner piven to Li Hung Chang at Brussels the other day. After passing into the State drawing room at the conclusion of dinner (says a Chronicle correspondent) the Chinese envoy, apparently in ignorance of tho rule of Court etiquette which strictly forbids smoking in the Stato apartments, pulled out a long pipe, which, duly filled and lighted by his Secretary, was returned to the owner, who began "drawing it with evident satisfaction to himself. King Leopold, with kindly tact, had cigarettes thereupon passed round, and in a few minutes tho whole company were puffing' vigorously.
