The L°—gne considers that one of the most serious menaces to personal liberty is the attempt now being made to force prohibition upon the public of New Zealand ; and that were such an attempt successful, it would only be the forerunner of further > tyrannical encroachments upon individual freedom. 5. ' In the Matter of a Proposed Bill or Act to afford > special facilities to the St. Albans Borough Council to Raise a Special Loan or Loans, not exceeding in the aggregate the sum of £30,000. PURSUANT to the provisions of the Standing Orders of the House of Representatives relating to Local Bills, the ST. ALBANS BOROUGH CO UNCIL Hereby Gives Notice that at the next ensuing session • of the General Assembly of. New Zealand the said Board intends to PROMOTE or cause to be introduced a LOCAL BILL, to be called The St. Albans Borough Council Special Loan Enabling Act, 1896. . The objects of the said-Proposed Bill are to enable the said Council to RAISE a SPECIAL LOAN or Loans, not exceeding £30,000 in the aggregate, for ' the purpose of undertaking any Special Work or Works within the Borough, or any portion or portions of the Borough, or partly for one purpose and partly for another, and notwithstanding that such Loan or the aggregate amount of such Loans so raised may exceed in the Borough, or any portion or portions, of thc Borough, four times the amount . which may be levied b/general rates in such Borough or portion or portions of the Borough in any one year. Also to enact that the proviso contained in Section 185 of The Municipal Corporations Act, 1886, Subi section (1) shall pot apply to any such Loan or > Loans. , - ■ • ~ .
