The Divorce Act Amendment Bill, introduced by Mr Collins, provides that from and after January Ist, 1896, any wife may present a petition praying for the dissolution of her marriage upon any grounds upon which her husb&od may, under the Divorce and Matrimonial Causes Act, 1867, petition for a divorce, and that the rights and responsibilities of husbaud aud wife shall, for the purposes of the Act mentioned, be equal. Mr W. Hutchisou has in hand a Bill to regulate the sale of secoudhaud articles, and to license secondhand dealers. The licenses are to be issued by the local authorities, aud persons carrying on business without a license are liable to a penalty of £10. Dealers are prohibited from purchasing goods before 9 a.m. or after 6 p.m., or from any one apparently under the age of sixteen years. They must also keep a full record of goods bought and sold.
