In a report on the tobacco culture in the United States, Mr Sinclair makes a recommendation that the Government of Victoria should, as in France and Italy,, have absolute control of the manufacture of tobacco. The manufacture in those countries is an absolute monopoly. '. controlled by the Government, who ascertain the seasons, and invite contracts for the supply of the raw materials. . MB DAVITT. Mr Davitt announces; that he will devote the proceeds of his lectures in Australia to assist the Home Rulers' election fund. A BOAT'S CEEW CENSUBED. The Rowing Association carried a resolution severely censuring the New South Wales eight-oared crew for rowing in the race at Brisbane against their instructions. DIBEASES IN ANIMALS ACT. A meeting of pastoralists interested in the live stock trade affirmed the desirability of an alteration in the Diseases in Animals Act, which would do away with the liability of stock owners after cattle had been passed by a Government Inspector. SEVEBE WEATHER. Severe cold weather has been experienced throughout the colony, and the barometer showed that it was within six-tenths of a degree of the lowest temperature recorded. A lagoon in Hyde Park was frozen, which is almost unprecedented for Sydney. Rain is badly required. OBITUARY. Melbourne, July 10. Mr Smith, Secretary of the Amateur Turf Club, is dead.
