THE ADDITIONAL MINISTER.
In answer to the question whether the Government in readjusting tbe portfolios would recognise the claims of the North Island for additional representation, the Premier said he was surprised that it shoutd be urged that the North Island was not fairly treated, in view of the fact that he was himself a resident of Wellington. Complaints should rather come from the South. The question, according to the Premier, should be one of fitness rather than of locality. Ever since the delivery of the Governor's speech speculation has been rife as to the probable occupant of the new portfolio, the names of Messrs McGowan and Houston having been freely mentioned. It has been stated in certain quarters that it should be allotted without reference to party, and Mr Mitchelson (who, it is said, was approached last year with the offer of the position ot Minister for Railways) is also spoken of. However, the declaration of the Premier that fitness must be considered in preference to locality is generally thought to point to Mr Larnach as the man.
