PARLIAMENT OUT OF SESSION.
(PRESS ASSOCIATION TEX—GRAM.) BRUNNERTON, June 12. Mr Guinness addressed his constituents last night, and declared that the borrowing of the Seddon Ministry was unlike that of Sir J. Vogel or Sir H. Atkinson. He favoured employers b-ing lefc to fix the day for the half-holiday. Referring to the Midland Railway, he said that the Government had full power uuder tha Act to take the line. He would help tbe Government by his vote to get the million and a quarter required to finish the line. They would have to borrow, and at the same time would have to borrow for Obago and the North Island lines. They could not hope to the Midland by itself. The electors had .nly to understand the matter when they would borrow more exteuaively for reproductive works. He would vote for borrowing even should the Ministry have to go to the country on the question. He was accorded a vote of thanks and confidence.
