EXCITEMENT QUIETING DOWN,
FAILURE TO FORM A MINISTRY.

The exoitement over the election of President is quieting down. M. Faure is said to be strongly sympathetic with England.
On the 20th M. Bourgeois was summoned to form a Cabinet in succession to M. Dupuy, who resigned. He undertook the task, and gave forth as his programme pledgee of concentration and Republic union. He selected as colleagues M. Cavaignao, Minister of War; M. Shumann, Minister, of Marine; M. Peytral, Minister of Public Works; M/Fbincaire, Minister of Finance; M. Hanotoux, Minister of Foreign Affaire. Two days later he announced that he was unable to complete the Ministry; and attributed his, non-success to the fact that several of hie colleagues objected to the progressive income tax. At the request of the President, he renewed his efforts, but finally abandoned the task yesterday. The newly-elscted President, in an interview, said France requires strong and dignified peace. He was proud of the revival of political feeling, because it would enable the country to cooperate in the harmony, of nations. Her foreign polioy would be unchanged "whatever section of Eepublioans took the lead.
