Freeh regulation are issued respecting the use of private postcards. They muss be the same size and weight as the Government cards, and may be entirely plain. January 31st is the date fixed for the payment of the income tax, in one sum. Rules and regulations for the Native Appellate Court; which was constituted under the Native legislation of last session, are published in the QasetU.. '
