I It was resolved that the Town Clerld [publish the statement of accounts and] [balance-sheet as soon as they were received] [from the Auditor-General, and the special kneeting to consider the accounts was further adjourned till Monday, June 11th. The ordinary business of the Council was! then taken. 5 It was reported that the receipts since last j meeting had been £133 Oβ Id, and pay-? nents £573 Is 10d, leaving a debtor balance jf £5799 17s 7d. The amount of rates jollected during the past fortnight had been
837 15s, and there was still £171 12s outitanding.
• The Mayor brought before the Council the resolutions passed at the recent Conference of delegates from local bodies to Consider matters in connection with the Drainage Board. He pointed out some of the arguments used in support of the proposals that the sinking fund in connection with the Drainage Board's loan be abolished md that the Board itself ba reconstituted.
f Cr. J. T. Smith moved—"That the [matter be referred to a special Committee, consisting of the Mayor aud Crs. Beswick, Gray, Widdowson, Connal, Prudhoe. and the 'mover, to cousider and report to the Council." The motion was seconded and agreed to. A letter was read from Mr G. B. Ritchie, drawing attention to ths inefficient drainage afforded; by the side channels on the East belt between Worcester and Chester etreets.
The letter was referred to . the Works Committee to report upon. , : ,
A letter wa3 read from Mr H. Laing, [pointing out that Mr L. Rayner had interfered witK the drainage of premises on the North belt by disconnecting a drain with the storm water sewer.
Cr. Payling endorsed, what the writer bad stated.
The matter was referred to the Drainage! Joard. . S
I Mr W. Lake wrote, forwarding the copy of a letter which had been publiubed in the Press, advocating the formation of a road from Stunner to the .Lighthouse in order to provide work for the unemployed. He asked that the Council should use its influence to geb the work put in hand. \ Or. Beswick moved—" That, as the proposed work is outside the jurisdiction of the Council, it cannot entertain the letter."
Cr. Wood seconded the motion, which was agreed to. A petition was read from the occupiers of shops ia Hobbs' Buildings, complaining of the obstruction to the view of their premises': caused by the New Brighton tramcars, and S asking that they be ordered to stand at' the I rear of the Cathedral. ' |
The document was received.
A letter was read from Mr L. B. Howard, who had been Sued foe plying for hire without a license, complaii (ng that he had been unfairly treated bj' the Council's officers. The matter was referred to the By-law Committee.
Dr. Hacon wrote declining to furnish [medical reports re infectious diseases gratis, and contending that no one could compel Shim to do so. _ . x . :
The Mayor pointed out that the medical men were compelled by law to report cases of infectious diseases.
[ Cr. Gray moved—"That a copy of the [Act passed last session be forwarded to each loi the medical men in' Christchurch."
Cr. Payling seconded the motion, which was carried.
The City Surveyor reported (hat tenders bad been called for tip cart and street lanterns, and the tender of Messrs P. and D. Dunoan for the tip cart and Mr Harris for the lanterns were accepted, subject- to the Council's approval. The Works and Reserves Committees met to consider the'subject of putting the unemployed to work, I and passed the following resolution—" As 'there is no other work co suitable as the work on the river banks, the Uomimtteea't decided to recommend to the Council not to interfere with the work at present being, carried on. Annexed hereto is an estimate for channeling, asphalting, and forming the streets of Richmond ; the amount of the estimate is £6276 9a 3d." , ~. _ i The report wa3 addpted with the exceplion of the last clause, which was held over ill sext meeting. The By-law Committee recommended the Council to grant applications to the follow* ng applicants for licenses, viz. :—Auc. ioneer, J. VV. Wright; drivers, R. Vivian, L Hutton, J. Haggie, Jas. Carlen, J. H. Edwards, EL J. W. Smith','Thoa. Powell. L Johnson, J. White. The application of L F. Reese' for a driver's Kcenee, the (ommittee recommended should not be ranted. The Committee also recommended that the following applicants be put on the burgess list H. Beswick, in place of IS. Nolan ; A. Vetch, in place of MxsStratton ; 'F. C. Bowler, in place of, Wm.
