The World says Mr Gladstone declined a peerage either for himself or hie wife. Sir Saekville West has been made a Privy Councillor. tt is not.thought thab any amendment is likely to be moved to the Address in-Reply when Parliament re opens, and the debate will be limited to three days. March 7. Mr Shaw Lefevre succeeds Mr Fowler as President of the Local Government Board. Mr T. Shaw, member for the Howickburghs, succeeds Mr Ashsr as Solicitor-General for Scotland. Mr Labouchere intends to introduce a Bill enabling the Queen to give her assent to Bills which have twice passed the House of Commons if rejected by the House of Lords. He will move that Irish prisoners be amnestied. The Welsh members threaten revolt unless Lord Rosebery promisee to bring in a Disestablishment Bill before Parliament is prorogued or dissolved. The Duke of Devonshire, speaking at Yeovil, paid an eloquent tribute to the retiring Premier. He went on afterwards to say thac the Lords challenged an appeal to the country oa the Home Rule question. They would stand no nonsense like jerrymandering the constituencies under the guise of legislation. The Scotch Liberals have asked Mr Gladstone to continue to advise the Governmeut. It is expected thab Mr Herbert Gladstone will become Commissioner of Works, Lord Tweedmouth (Mr Marjonbanks) Privy Seal, Lord Reay Under-Secretarv for India, and Mr G. W. E. Russell Under-Secretary of the Home Office.
