SYDENHAM BOROUGH COUNCIL.

An ordinary fortnightly meeting of the I Sydenham Borough Council was held last evening, when there were present his Worship the Mayor (Mr W. Jacques), Cra. Samuels, Clifford, Muffett, Hadfield, Smith, Jones, Forrester, Winny and Taylor. Apologies for absence , were received from Crs. Latigdown, Rudd and Brown. The Inspector of Police, wrote, stating that the r place ; where boys bathed in the Heathcote was not a public place within the meaning of the Act, and even if it were a public place, unless it coald be proved that the boys wilfully exposed themselves, no breach of the law would be committed. Constable Dougau's report on the matter wps also read. The letter was referred to the Works Committee. < A letter was read from the Secretary of the Progressive Liberal Association, asking that no tender be accepted which does hot undertake to pay fair wages. It was resolved on the motion of Cr. Forrester, seconded by Cr. Clifford— " That a reply be sent to the effect that the Council had hitherto carried out the suggestion and would keep the matter Steadily in view." A letter from Mr S. Horsnell asking the Council to asphalt the footpath in front of his property in Harper street was referred to the Works Committee. Mr W. H. Langdown applied for a reduction of the cost of the railway siding crossing over Bryan street. The letter was referred to the Finance Committee. The Works Committee reported that notice-had been given to the Tramway Company to repair the tramway hue, and the work was iv progress.- The cost of removing night soil once a week from every house m the borough would be about £750 to £800 per annum, but by the adoption of a scheme for emptying the soil into the sewers instead of carting it to the sandhills the same service could be performed for £450, including interest and sinking fund on the cost of works add plant, which was estimated to cost £500. The saving by the adoption of the proposed system would be from £300 to £400 per annum. The Committee thought the proposed system was preferable. The report was adopted. The Finance Committee reported that the receipts since the previous meeting bad been general account £170 6s 8d; interest account, £1 4s ; separate account (rates) £111 12s 9dj total, £283 3s sd. . Accounts to the amount of £89 12s ld were recommended to be passed for payment. Tne ..balances of accounts were:—Credit: Separate accounts, £325 14s; interest, £223 9s ; fixed deposit, £5450; loan account overdraft, £7115s 9d ; deposit, £500; general account overdraft, £284 5s lid. The report was adopted. \J: The By-laws and Roils Revision Committee recommended that a number of applications for alterations of rolls be granted. The report was adopted. On the motion of Cr. Muffett, seconded by Cr. Jones, it was resolved—." That the owners of all dogs not registered by the Ist of. March be proceeded against after that date. . ' -."'I Cr. Taylor moved, Cr. Forrester seconded, and it was agreed to—" That the Town Clerk again write to the Railway Commissioners in the same terms as formerly, requesting that the various railway crossings within the borough boundary be made the foil width of the Councilroads aud footpaths, and that a keeper be appointed to the Park road crossing. A discussion took place with regard to j the purchase of the old Show Grounds. Cr. Forrester moved and Cr. Muf__tt seconded—" That no action be taken re the old Show Grounds until a reply is received from the Minister for Lands." Cr. Ta_xor moved an amendment to the effect " That his Worship the Mayor be authorised if necessary to proceed to Wellington for tbe purpose of completing the proposal for securing the old Show Grounds for recreation purposs, and that the title of the property be vested in the Borough Council and the ratepayers of tbe borough, for all time immediately the necessary forma can be complied with to establish such title." On being put the amendment was carried, on a division, by seven votes to three. Ayes—The Mayor and Crs. Sam-els, Hadfield, Jones, Smith, Winny, and Taylor. Noes—Cra. Clifford, J_u__t., and Forrester. The Council then adjourned.
