DRAINAGE BOARD.
The annual meeting of the ftraiea*. Board was held at 2.30 p.ci. Present — Messrs J. Deans (Chairma&i* Mountfort, Mclntyre, Crooks, Smart, Baa nington, McAlpine, ' • A deputation from the Sydenham Uonndi comprising the .Mayor aud Cγ. The Mayor of Sydeuhatn called attentka to the last condition, that the Board miu&t revoke the permission without auy notua* They thought that, they ought to have, sst* a month's not ice. '*
The Chairman explained that the Board wished to give reasonable notice, aud tha would be attended 10 in any deed tv might bs drawn up. The deputation then withdrew.
It was resolved that ou any complaint v to nuisance arising being fouud to be founded one mouth's notice terminate ti» permission granted. If the Board Yiahaj to resume possession of the land then «* months' notice to be given. The Board reserved power to itself to do any wofk «| the cose of the local body tffendiag ft» nuisance is created.
The report of the Engineer stated thsi the Farm Committee recommended tWj formation of two extra padiiccks at tit farm.
It was resolved to approve of the recces mendation made.
The Secretary and Treasurer reported that the amount of rates received since Uβ meeting was £970 11s lid, and re.*eh«j from other sources £105 5s 10d. Xhe expenditure siuec last meeting had been og rate account £415 3s. The amount of 18j» rates outstanding was £55 5a 2d, 1891 rates outstanding £116 14a \(u amount of 1892 rates outstanding £534 ju 6d. Of the 1892 rate there had beets*. lected to date £17,929 0s 6.1, and the debii balauce was £5931 12s 3d.
The Secretary said that he did; set think that, the outstanding rates wooldfet collectable without going to theSuptm Court to compel the local bodies to levy &* rate sufficient to pay the outstaadag amounts. He thought, the local should be called upon to strike the ettn fate.
Mr MotrXTFORT moved—" That the tion of the outstanding rates b» referred te the Finance Committee to obtain t Im| opinion and report to the Board."
After some discussiou it was resolved tiat the Secretary obtain a legal opinion usi then call the Finance Committee together to consider the question and report to tat Board.

Th* matter was referred to the Works Coasit* tee. Another letter wa3 recehed n Adcock's drain, asking for further partktlars. The Secretary said he had replied, giving the whole particulars, and the *&&■ citors now wrote, stating that they were d opinion that the drain wa3 a public dnia. It was resolved that notice be givea to Mi Adcock that the Board inteaded U open the drain according to thekdvktef the solicitor. From Mc Hoft, calling att»tion to the extra work caused during ia contract- for clearing the River Avoo hjf branches, &c, and asking for a extra allowance on account th««e£ It was resolved to reply tb&t ccc» sideration cf the matter could not h entertained by the present Board, M Ik contract had not yet expired. H« Secretary of the West ChristchurchSkkcJ Committee, agreeing to the terms i»{Kl4; by the Board as to the connection or titbath with the sewer.—The letter was .»■■■ ceived.
An application was received fur a pijs* layer's license from Mr Moore, St. Aif»a% and the request 'was granted, A cornplainc was received from Mr 6. S. Husband complaining of the deposit el&s* soil and refuse on a section opposite Mi house, cauaine a nuisance. The stuff vaf deposited within half a chain of the ptu&s road. It was resolved that the Engineer sai with the matter. A letter was read from the City &««£ with reference to the widening of theKerth; east- Belt, and forwarding a section cf a j»» proposed by the City Surveyor for S3» settlement of the matter. The cost ta tt* Board of the pipes, &c, would be £511&. Mr Crooks moved—" That the prcjwai of the City Council be accepted."
