GENERAL ASSEMBLY.

At the afternoon sitting of the Legislative Council several Bills were read a first time Mr Bowen protested against the farming out of advertisements on stamps and telegraph forms. The Colonial Secretary agreed with him,'and promised to try to have it abolished. The Cheviot Estate Disposition Bill, after vigorous criticism, was read a second time, and sent to the Waste Lands Committee. The discussion on the second reading of the Liquor Bill was resumed, but, after a speech hy Mr Bolt, was interrupted by the 5.30 adjournment. On resuming, the debate was continued, and the second reading of the Bill was carried, the committal being set down tor next day. In the House of Representatives the afternoon was taken up by a Ministerial statement, in which the Premier announced the return of Mr Cadman to the Ministry as Minister of Justice and of Mines, while he (Mr Seddon) too* the portfolio of Native Minister. Mr Seddon then named the Bills which it was proposed to drop, after which a long debate, which continued till the 5.30 adjournment,' was led off by a speech, in which Mr Rolleston severely criticised and condemned Mr Cadman'a action and that of the Government in the redistribution of portfolios. At the afternoon sitting the following Bills were, passed:—G. W. Ell Empowering, Magis trates' Courts, Supreme Court Practice, Vehicles Licensing, Public Health Act Amendment, and when the Telegraph Office closed at 2 a.m. the House was in Committee on the Submarine Telegraph Cables Protection BilL
