RESIGNATION OF THE VICTORIAN PREMIER.

-The political situation is unchanged. Mr Munro'a resignation of tha Premiership does not take effect until negotiations for the disposal .of the colony's Treasury Bills is completed. Mr Shiels, the Premier elect, is being counselled to exclude the one-raan-one-vote plank from the platform of the reconstructed Ministry as likely to cause turmoil at an inopportune time. If Mr Shiels agrees to drop the principle, one of the members of the Ministry iv the Legislative Council will retain his seat, but the others will resign with Mr Munro. It is believed the Government will retain the single vote as one of the items of their policy, but will keep it in the back ground as much as possible?
February 10. Contrary to expeotation, Mr Munro resigned the Premiership today, and Mr Bhiela has been sent for.
