RUSSIAN HARVESTS.

The London " Times " correspondent at St. Petersburg writes that the harvests are in no way as bad as pretended, and the rye ukase is considered a political move against Germany and Austria. In Berlin, however, the opinion is strong that the step on the part of Russia was prompted by an economic motive. The Cabinet is discussing means to minimise its ill effects, as the poorer classes of Germany are almost wholly dependent upon rye for subsistence. If given good weather for a fortnight the wheat crop of Great Britain will, in the opinion of that paper, be a good average one. The German Government has ordered the substitution of wheat floor for rye in making bread for the army.
