THE TRM>ES UNION CONGRESS.
i (per press association.) Received September jjfoth, 10.10 ft.no. LoNDosi September 9. Mr Tom Mann, who was offered the Secretaryship of the Engineers' Union, has declined the position. At the Trades Congress the voting for eight hoars was 302 in favor of its, and 236 against. The Congress reaffirmed last year's motion relative to the legal eight hoars, an amendment declaring that the establishment ot a uniform eight houra would seriously injure the workers outside of certain favored districts being negatived amidst cheers. The debate at times was very heated, and cloture had to be applied. Received September 10th, 7.53 p.m. London, September 9. The Trades Union Coagresa decided by 242 to 156 that a legal eight hours shall not come into operation without consent of two-thirds of the organised members of Trades Unions. Received September 11th. 1.30 a.m. London, September 10. Several thousand men at the Eston Steel Works, Middleabro', have been thrown out of work owing to the scarcity of orders.
