Wednesday, July 22. The Council met at 2.30 p.m. STOCK DRIVING BILL. Mr Acland presented the report of the Live Stock and Kabbit Committee on the Stock Driving Bill. The Committee recommended that the Bill be allowed to pass with amendments. The Bill was ordered to be committed to-morrow. BULLS PASSED. The Aliens Act Amendment Bill, Imbecile Passengers Act Amendment Bill, and Marriage Act Amendment Bill, were read a third time and passed. ACTION ABOLITION BILL. Mr Stewart moved the second reading of the Action Abolition Bill, the object of which was to afford relief to litigants in the event of one .side or the other deciding not to proceed with an action after being served with notice. Simply, and devoid of technicalities, the Bill relieved suitors of the costs of writ in the event of suitors arriving at a settlement before trial came into Court. The Attorney-General said that the Bill was wrapped up in a very small compass, but it involved many important issues, and iucluded cases iv which the Crown was concerned. As he had only just seen the Bill he desired to move the adjournment of the debate to the following day. This was agreed to, and the debate was, adjourned. LOCAL BILL. The Wanß&nui Heads Signal Station, Reserve ifixcliangce Bill *va.» committed reported without; amendments, read a third time, and passed. PUBLIC BODIES' POWERS. The Public Bodies' Powers Act 1887 Amendment Bill was considered in Committee. The Colonial Secretary moved the following new clause :—"" A leasing authority may let any lands vested in it, or any part thereof, and which it is empowered to let, on lease for any term not exceeding twenty-one years, to take effect on possession or within six months from the making of the lease, without any fine, premium, or forfeit, and may in such lease covenant to grant renewals from time to time for a period not exceeding twentyone years at any one time, but at a rent to be paid by the leasing authority by a special resolution, or by valuation, or by arbitration ; auy such lease may provide for the payment or valuation by the incoming tenant for improvements made upon ihe land whether by the lessee named in such lease, his executors, administrators, or assigus, or any former lessee or tenant of all or any part of the land included in such lease." The clause was agreed to, and the Bill as amended, reported and ordered to be read a third time the following day. The Council at 3.21 p.m. adjourned to next day.
