MR SEDDON IN DUNEDIN.
THE GOVERNMENT AND THE
EXODUS,

DUNEDIN, May 26.
The Hon. R. J. Seddon met the volunteer officers to-night, and submitted proposals for the re-organisation of the force. It i 9 understood that these were unanimously approved. The Minister paid a visit to the School of Mines this afternoon. It is understood he considers a battery should be erected, and that the material for teaching the chlorination process should be added to the school. A deputation of the Committee of the Chamber of Commerce, Xhe Mayor, and a number of citizens waited on the Hon. R. J. Seddon, to urge the extension of the Otago Central Railway beyond Middlemarch. The Minister produced an official statement to show that of the sum allocated to the line all but £36 had been expended. He intended to inspect the line, and it would be his duty to consider this and other important works in the colony, and having regard to the funds at disposal and remunerative character of the undertakings, to come to a fair decision on the matter in accordance with constitutional precedents and usage. The first disclosure of the intentions of the Ministry with regard to public works would be made through the Public Works Statement. In the course of his remarks to the deputation Mr Seddon referred to the census returns, which showed that the colony was losing population. He thought there was no cause for alarm, but the Government would have to consider what steps should be taken to prevent people leaving the colony. One way would be by the construction of public works which were absolutely necessary and would be reproductive and pay interest and sinking fund. If that were followed up by settlement on the land it would go a great way towards meeting the difficulty. He said he wished to disabuse their minds of the idea that he was antagonistic to the Otago Central. Mr Seddon is favorable to the city getting an. additional plot on the town belt for cemetery purposes.
