KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting of this Council was held on Tuesday evening. Present— The Mayor (Mr Blukely),C». VVeston, Stanton, butt, Bigg, Fraser and Lissatnan. Leave of absence granted Cr. Doubleday. Letters were > cad from Mr 0. B. Kicharde, offering to repair the town clock or supply a new one, also from Mr F. N. Robilliard. The latter otter was accented. From Mr Moore, M.8.8., statiue: improvements Iα placing steps, fencing and planting ground at the Court-house. Ordered to t>o "acknowledged. From Railway Engineer, relative to fire sump, stating plans and specifications were no , ; required by the Commissioners ; also, they could noc increase grant towards cost. The Surveyor reported an, interview in this matter. It was stated a 3in. well aud sump would cost £180, towards which £30 was to be contributed. Cr. Bugg moved, Cr. Fraser seconded —" That the well be sunk with a Sin. pipe." Cr. Bugg moved, Cr. Weston seconded—" That the pipe-begin." The amendment was lost" the motion carried by a majority of oue. The Crown Lands Commissioner promised to have matter of reserves of fire station, morgue, &c, attended to. From Returuicg OtHcer, stating Mr Smethuwt had been elected, and for the other vacancy the Governor be asked to appoint a second member. Mr C. Oram here attended and offered his service? if recommended. The Council decided to recommend Mr R. H. Mathews, who had filled the office lasb \ year, for the vacancy. From Mr K. Mc IntOsb, drawing attention to flood gate at { Heney s drain. Leave of absence for three days was granted the Clerk. The Works Committee drew attention to cleaning of Heney , H drain and culvert in Beach road. ; The Finance Committee reported receipts £17 ISs 8d ; general account overdraft not stated; loan account credit, £180 2*. Accounts, £12 Us Bd, were passed. The question of reducing hall license for the Oddfellows' Hall was supported by Crs. Fraser, Bugg, Weston, and the Mayor, Crs. Llssaman, Butt and Stantbn contending that no exception should bs made. It was carried that the license should be one guinea. No kero acne licenses having been paid, it was decided the persons interested be written to. It being stated that seventy-four dogs were still not registered, a Councillor suggested that the owners be written to. (Laughter.) The Inspector lof Nuisances reported a deposit of night soil spread on a paddock. It was decided the same be seen to. The Banger was authorised to take proceedings against persans allowing cattle to stray on embankments. The Prevention Commitceo was authorised to pay £22 for hose and helmets, and £5 gratuity for the Brigade. Cr. Stanton objected to the latter sum being spent in fireworks. Tenders for culvert and closing Akaroa street drain were deferred. Cr. Lissaman moved—" That applicants to be placed on the burgess list must furnish written particulars of same." Carried. The Mayor said, owing to the late hour be would not ask the Council that night to deal with the question of a bathing place. After passing some formal business the Council then adjourned
