[PRKSB. ASSOCIATION TELEGRAM.] DUNEDIN, January 9. The Chairman, Mr Solomon, in hit annual address at the Benevolent Asylum, Bays, re the refusal to receive haratv less lunatics, that he sympatin&t with the Inspector, Dr. Macgregor, but a similar difficulty is experienced _ Australia. The proper solution would be the erection of an institute for cases w this kind, as was done in America. Referring to the increasing difflctut? in dealing with deserted wives, _s suggests the adoption of a similar plsa to tbat in vogue in England, where aa outdoor relief is given to a deserted>ifa or children, but only a home in a wo# house. As to the inmates voting at parliamentary elections, so long as Parliament; confers the franchise on all mea, (&8 trustees think that no impediment should be placed in their way of exereibing thai right. He believed it was proposed m til new Charitable Aid Act to refuse tit franchise to paupers. >■
