be sent for, and if he could form a Ministry there was no need for Parliament to be summoned at once. If, however, he could not, the House should be called together at once. In the event of Mr Ballance forming a Government (and Sir R. Stout was confident there was material in the party for a good Ministry) he could carry on till April, and then formulate a policy which the House could criticise as well as the personnel of the Cabinet, Sir R. Stout expressed the opinion that the new labor members were men of intelligence and moderate views. He deprecated any revolutionary change in the incidence of taxation and thought a land tax should be approached gradually by exemptions from property tax. He positively stated that he would not reenter politics.
