TO THE ELECTORS ' OF THIS HEATHCOTE DISTRICT. i * i ENTLEMEN,—I have already announced XT my in tention to STAND for the HEATHCOTE ELECTORATE in response to yoor requisition. Being born in New Zealand, the son of one of its earliest pioneers, I must ever regard it as my home, and you may rest assuredlhave the true interests of the country at heart, and I am willing to devote my time to the welfare of' my fellow colonists. Although somewhat late in the field I still intend to address you personally in the different centres of the eleotorate, yet I deem it expedient to lay concisely before you my 5 views on tbe, leading political questions of the I day. ' It will be my duty, if returned to the new Parliament, to see that the present system of economy shall be. in no way relaxed, and tofurther it wherever possible without being ft party to any mean or skinflint policy. That the colony is gradually regaining tbe confidence- of the public at Home is a wftll assured fact, and If we are not to check the growth of tbis feeling we must refrain from all extravagance, and especially ftom the old policy of reckless borrowing which has helped in a great measure to bring -the existing denies- ■ eion upon us. ' I am of opinion that there is no urgent necessity Cor fresh publio works; and the nnani cial position of the colony would not for some I time to come justify our incurring foxthef I liabilities. . - *' . . ! Tbe present revenues are fully absorbed in ; meeting existing liabilities, so that any return to borrowing from the foreign creditor for public works would necessarily further increased taxation. My own view is that our < first efforts should be devoted to reducing exist- I ing taxation which presses heavily upon the necessaries of life. For the present such reduction does not appear practicable, and I am persuaded that any attempt to re-organise the main features of the existing tariff would be injurious to our local iudustries and to trade gene ally. . With regard to the- education question itia with no hesitation that I say I am a supporter of the present system-of free, secular and compulsory education, and I will resist any pro- ' poaals which would tend to impair its efficiency. Until those who are now advocating the lanS and Income tax can prove that it will be monj beneficial to us thain the present property tsvx 1 must support the latter, which I think fails on the shoulders of those who are beat able to bear it. I am fully convinced of the necessity of affording every facility for bona fide settlement on the land, and will spare no effort to further it, and where large estates stand ia the way of settlement I am favourable to their resumption by the Government by fair med,n3 when circumstances justify such a step. In conclusion, I may say that'-my inberestis are wound up with those of the community and should you honor mc with your confidence I shall endeavour to do my duty impartially to all classes alike.
