THE CZAR "BARELY CIVIL. 1 * [FDt PRESS ASSOCIATXOX.] Beoaired October 15th, noon. Berlin, October 14. The Czar has gone to Mecklenburg. He took cordial leave of tbe Kaiser, and the two monarche were markedly friendly in their farewell greetings. Bismarck is reported to have said he believed politics would not be in any way affected by the meeting of the two Emperors. Reoeirod October 15th, 12.20 p.m. London, October 14. Despite the official reports, it seems certain that the relations between the Czar and the Emperor of Germany were not exceedingly cordial, and the former was evidently offended at the coolness of the populace. Private authentic information states that when replying to the toa&t of his health the Czar was barely civiL The Emperor of Germany while proposing the toast, spoke in Russian out of compliment to his Imperial guest, but the latter responded in French.
